Through the analysis of the water recycling use system design itself,and combined with its value orientation,we conclude that the view of nature of Marx＇s dialectics is its philosophical ground work,the scientific concept of development is its political basis.The water recycling use system aims to widely create more legal Subject＇s rights and obligations,implement the inherent unity of rights and obligations so as to strive to meet fairness and efficiency,thus achieving the utilization optimization of limited water resources.
