“十二五”时期中国发展若干问题探析

The Problems of China's Development in Twelfth Five-Year Plan Period

"十二五"规划纲要是在中国经济处于发展新起点、社会发展面临着诸多问题和矛盾、国际经济政治格局发生变化的情况下对今后五年中国经济社会发展做出的战略规划。本文在考察"十二五"规划制定的国际和国内背景的基础上,深入分析我国工业发展、区域发展、城乡发展方面存在的主要问题,论述"十二五"规划纲要关于发展现代产业体系、实施主体功能区战略、推进城乡协调发展方面的新意和重要性,并提出相应对策。

The ＂Twelfth Five-Year Plan＂ is proposed when China＇s economy is at a new starting point, the society faces many problems and contradictions, and the patterns of international economic and political circumstances change. This paper, based on the international and domestic situations, anal- yses China＇s industrial development, regional development, urban development and social justice, and illustrates the development of modern industry system, the implementation strategy of the main functional areas, the promotion of the coordinated development of urban and rural areas and the realization of social justice.
