社会主义市场经济中的公共政策价值取向

Value Orientation of Public Policy in our Socialist Market Economy

公共政策必须包含着价值取向,这是公共政策的基本问题。只有当公共政策包含着公共利益的价值取向时,才能获得公众对公共政策的信任和支持。但是,不同的价值取向可能会把公共政策引向不同的方向,而不同的社会体制也需要与其相适应的价值取向来引导。文章以社会主义市场经济为背景进行讨论,主要论述了我国现阶段对政策价值取向的两种选择,同时就如何加强政策价值取向中的公平提出了几点建议。

The basic problem of public policy is that a public policy must contain value orientation. Only when public interests included, the government can obtain trust and support of the public. However, different value orientation may put the public policy toward different direction, and different social system also needs to be guide with suitable value orientation. This essay based on the background of socialistmarketeconomy and mainly discussesthe two choices of policy value orientation at present as well as put forward few advices on how to strength equity in value orientation.
