我国高等教育进入大众化教育时期,提高教学质量具有十分重要的现实意义。新建本科院校实施"质量工程"建设,相对而言,要受到教学资源、观念和立项审批"倾斜"等方面的制约。因此,必须有清晰的思路,有全局的观念,有切合实际的措施,走跨越式发展的道路,要选准突破口,系(部)先行,重点扶持,全面建设。
