农地流转的现状、成因及对策研究——对襄阳农村土地流转的实证分析

Circulation of Agricultural Land:Present Situation,Causes and Countermeasures:A Case Study of Xiangyang City

随着农村土地改革的深入开展,农地承包经营权的流转悄然展开。襄阳地区农地流转呈现以下特点:城市郊区农地流转快于农村土地流转;现时的农地流转比过去的流转规范。在农地流转过程中存在下列问题:农地流转的面积不大,速度不快;农地流转的程序不规范;存在村委会截留土地流转费的现象。要解决农地流转过程中所面临的问题,应从以下几个方面着手:加大土地流转必要性的宣传,提高农民对土地流转的认识;大力扶持乡镇企业,鼓励创办经济实体;建立和完善农村社会保障机制,解除农民的后顾之忧;大力发展农村文化,丰富农民的文化生活;普及农村土地流转法律法规常识,提高土地流转的质量。

With the development of the reform on agricultural land,the right to contracted managent is spread sorrowfully.In Xiangyang City,circulation of agricultural land in suburban areas is faster than in rural land and current circulation is more standard than the past.But there are many problems in the circulation.We should propagandize more;support rural enterprises vigorously;set up and perfect rural social security system;enrich agricultual culture and generalize knowledge of agricultural land circulation to improve the quality.
