摘要
合同管理是实现工程投资控制的重要手段,监理合同管理工作的成效直接关系到参建各方的最终利益,根据水利水电工程投资规模大、建设周期长、合同项目多的特点,以及目前水利水电工程监理合同管理工作存在的问题,结合工程实际,对监理工程师在计量与支付、变更单价审核、功效降低索赔等合同管理过程中的疑难问题进行分析探讨,并提出处理方法。从更好地履行监理合同、有效地控制水利水电工程投资的角度出发,阐述了监理合同管理过程中的工作要点。
Contract management is an important means of project investment control,effectiveness of supervision contract management is directly related to the ultimate benefit of all parties participating in the construction.According to the characteristics including large-scale investment,long construction period,plenty of contract project,and the problems of supervision contract management in the current hydropower projects,combined with engineering practice,we analyzed the difficult issues on the measurement and payment,the auditing of changed unit price and the claims for reduced effectiveness in the contract management process the supervision engineer met,and proposed the corresponding treatments.Meanwhile,the main points in the supervision contract management process are described from the point of view of performing the supervision contract better and controlling the investment of hydropower projects effectively.
