On Improving the Administrative Accountability System in China under Perspective of Responsible Government

构建行政问责体系是加强我国政府自身建设的一项系统工程,是体现现代政府责任意识的重要举措,是我国行政管理体制改革的必然选择。针对我国缺乏一整套保证各级行政机关有效正确运转的行政问责体系的现状,提出通过改革和创新行政问责机制来促进我国尽快建立起完备的行政问责体系的对策建议。

To build the administrative accountability system was a systematic project,an important measure embodied the responsibility consciousness of the modern government and a necessary choice of the administrative restructuring in China.Aiming at the situation of the lack of the administrative accountability system operating effectively and correctly,the paper put forward that it should build complete administrative accountability system as soon as possible through reforming and innovating the administrative accountability mechanism.
