On the Question of the Government's Functional Positioning in the Construction of the Urban Community Autonomy

政府管理与社区自治的核心问题就是:如何做政府与社区的功能分化,政府与社区的功能互补之间寻找一种平衡机制,做到既防止国家失灵,又避免社区失灵。从架构社区与政府之间的合作治理框架入手,将社区自治与政府职能转变纳入到一个互动互制的结构中考察。

The core question of the government management and community autonomy are how to make the function of government and community to divide,how to look for a kind of equilibrium mechanism between the government function and community function to prevent not only state failure,but community failure.Starting from building the frame of governing collaboratively between community and government,the paper reviewed the structure of interaction and restriction of the community autonomy and transformation of government functions.
