代建制模式下高速公路建设项目激励与约束机制的有效性分析

Study on the Effectiveness of Incentive and Restraint Mechanisms of Highway Construction Project in Agent System

有效的激励约束机制是高速公路业主激励代建人努力工作的最佳动力。本文基于委托代理理论,构建了高速公路业主对代建人的单位激励成本理论模型,通过模型分析得出了激励约束机制有效性的边界条件和改善措施。结果表明:采用较高的监督程度、较大的可置信惩罚力度、较低的代理人成本,是保证高速公路代建项目激励与约束机制有效性的有效手段。

Effectiveness of incentive and restraint mechanisms is the best power for the agent to work hard.In this paper,a theoretic model of incentive cost was set up and analyzed based on the theory of principal-agent.The boundary conditions and improvement measures of the effectiveness of incentive and restraint mechanisms were obtained.The results show that： higher supervision levels,more credible penalties,lower agent cost are effective means to guarantee the effectiveness of incentive and restraint mechanisms of highway construction project in agent system.
