我国在职教师培训工作表现出一定程度的效益低下，其原因在于针对性不强，忽略了教师真实的需要。关注需要是教师培训工作有效性的前提。关注需要表现为：了解教师需要、明确教师需要；注重培训的内容与形式；满足教师的部分需要；转变教育观念、引导教师需要。
