崇明3岛“十二五”环境保护方案研究

A Study on Environmental Planning of the Chongming Three Islands in the 12th Five-Year Plan Period

上海长江隧桥通车后,崇明3岛孤立的地理格局被打破,区域发展的外部环境发生了重大变化,人口的导入使未来资源环境压力增大。生态岛建设要求的提出,对崇明区域环境保护提出了更高要求。在总结崇明县＂十一五＂期间环境成效的基础上,分析了当前存在的环境问题和环境形势,结合区域特点和未来生态岛建设方向,设立了崇明县＂十二五＂环境保护发展目标,涉及环境质量、污染减排、环境安全和环境管理4个方面共21项指标。提出了水环境保护、大气环境保护、噪声污染防治、固废综合处置、工业污染治理、农村污染治理、生态环境建设及环保能力提升8个方面的环境保护工作实施要求,旨在为崇明县＂十二五＂环境保护规划编制和政府决策提供参考。

Since the Shanghai Yangtze Tunnel-Bridge opened to traffic,an isolated geographic pattern of the Chongming three islands was broken whilst the external environment for the regional development has been significantly changed and the pressure attributed to more people moving in has been increasing to bear on resources and environment.To construct ecological islands,a higher standard of the regional environment will be required.By summarizing the environmental performance of Chongming in the＂11th Five-Year Plan＂period and analysing the current environmental issues and situations,targets for environment protection in the＂12th Five-Year Plan＂period have been set up based on the regional characteristics and future development of the ecological islands involving a total of 21 indicators in four areas covering environmental quality,pollutant emission reduction,environmental safety and environmental management.According to the targets,eight tasks have been put forward,i.e.,protection of water environment,protection of ambient air,control of noise pollution,comprehensive disposal of solid wastes,industrial pollution control,rural pollution control,ecological reconstruction,and improvement of environmental management ability.This study could provide bases for working out Chongming environmental planning and making decisions by the government for the＂12th Five-Year Plan＂period.
