我国发展煤制天然气项目的分析探讨

Analysis and discussion on development of coal-to-natural gas project in China

阐述了发展煤制天然气项目的重要意义。针对目前煤制天然气项目呈现的过度和无序发展现象,分析了煤制天然气项目建设过程中涉及的国家产业政策、国内价格现状、投资目的、关键技术选择、技术经济、环境保护等应重点关注的问题。分析认为,在项目前期存在投资估算严重不足、过分提高副产品产量和售价、提高天然气的入网价格的现象。认为在条件具备的地方适度发展煤制天然气项目,符合我国的国情,但不应对其盲目追捧,要充分认识煤制天然气项目的风险性。

The important significance for developing coal-to-natural gas project in China was elaborated. Aiming at the present excessive and disorderly phenomenon appeared in the development of coal-to-natural gas project, the issues involved in the state industrial policy, present status of domestic price, investment purpose, selection of key technologies, technical economics and environmental protection in the course of constructing coal-to-natural gas project were analyzed. The analysis shows that there exists the phenomenon involved in short of investment estimate, increasing output and price of by-product, increasing the price of natural gas in the prior period of coalto-natural gas project. The conclusion comes out that an appropriate development of coal-to-natural gas project at places where conditions are ripe conforms to the actual Chinese national situation, but a blind pursuit of this phenomenon is not worth because the risks in coal-to-natural gas project should be fully understood.
