福建省制浆造纸企业减排行为的管理对策探析

Countermeasures to manage the emission-reducing of pulping papermaking enterprises in Fujian Province

介绍了福建省制浆造纸工业及纸制品生产工业企业污染及治理情况,分析了造纸企业减排存在的有关制约因素,提出了促进造纸企业减排管理的具体政策建议:强化政府的环境管制措施、强化社会公众的监督力度、完善对造纸企业减排投资的政策扶持措施、加强对造纸企业的技术扶持、宣传绿色消费意识,提升消费者的减排关注度、提升企业实力,强化企业节能减排意识。

Pollution caused by enterprises in pulping papermaking industry and paper products industry,and its administering in Fujian Province are reviewed.The restricting factors against emission-reducing of papermaking enterprises are analyzed.Accordingly the countermeasures to encourage papermaking enterprises emission-reducing are proposed as follows.Strengthen government environmental administration measures and public inspection;improve the policy support for papermaking enterprises＇ investment to reduce emission;strengthen technology support for papermaking enterprises;foster the awareness of green consumption to increase consumers＇ concerning for emission-reducing;increase enterprises＇ capacity and foster enterprises＇ awareness of energy-saving and emission-reducing.
