摘要
在过去十年，美国社区医院应对灾害的能力有了显著的提高。2001年和2002年的恐怖事件和恐怖威胁（9．11事件，炭疽袭击和天花恐慌）使公众注意力开始专注于可能导致大量人员伤亡的紧急事件。灾害期间，鉴于医院在支持社会需求上的独特作用㈣，医院的救援管理能力被日益关注，医院被要求能持续地提供医疗救援。
