关于完善河北省农村最低生活保障制度的思考

Examinations on the Perfection of Basic Cost of Living Allowances in Rural Areas of Hebei Province

自2002年中共十六大提出探索建立农村最低生活保障制度的要求至2005年11月底,河北省农村居民最低生活保障制度全面建立实施。几年来,农村低保覆盖面不断扩大,低保标准不断提高。本文分析了河北省农村最低生活保障制度实施的现状、存在的问题,并对如何完善这一制度、如何使真正困难的农户受益提出了建议。

The National Congress Party made a request to explore the establishment of rural minimum living security system in 2002, To the end of November 2005, the rural minimum living security system is fully established and implemented in Hebei Province . In recent years, the coverage of rural minimum living security system continuously expand, the standard continuously increase. This paper analyzes the implementation status and problems of the rural minimum living security system, and put forward proposals on how to improve this system and make genuine difficult farmers benefit from this system.
