The dynamic risk management like the risk recognition, reduction and control about the trinity of key operation process, key posts and key fields runs through the basic management of enterprise quality safety as the core of QHSE management. According to PDCA scientific management methods and the practical situation of petroleum downhole operation enterprises, the paper studies, improves and applies QHSE ＂two books and one checklist＂ that is brief and practical, and thus strengthens the composing method of field checklist, which takes the implementation of risk control as the starting point.
