城镇下岗失业人员创业促就业问题研究——以湖北省为例

Urban Laid-off Workers Pioneering Enterprises to Promote Employment——A Case Study of Hubei Province

湖北省作为全国老工业基地之一,国有企业下岗职工众多,就业形势严峻,且就业弹性仅为全国的三分之一。该省近十年的反失业治理取得了一定成绩,但失业存量依然巨大,有必要通过如创业促就业的方式来加以缓解。文章在分析了湖北省就业形势后,从就业政策及创业促就业效益入手,提出创业是解决就业的有效手段,分析了创业过程中存在的问题,并提出了对策及建议。

Hubei province, as a old industrial base, has many laid-off workers of state-owned enterprises,the employment situation is grim, and the employment elasticity is only one-third of the country. Nearly a decade of anti-unemployment governance has made some achievements, but there is still a huge stock of unemployment,it is necessary to promote pioneering enterprises as a way to ease the problem. This paper analyzes the employment situation in Hubei province, from employment policy and business benefit, proposed that pioneering enterprises is an effective means to solve the insufficient employment, and analyzes the pioneering process issues and put forward some suggestions.
