This article elaborates on the problems faced by the national-owned archives in the process of the network constructions and offers the following proposals. Firstly, it lays great stress on the nationalowned archives in the whole network system. Secondly, it advocates a proportionate control on the setting of national-owned specialized archives. Thirdly, it locates departmental archives, corporate archives and institutional archives as transitional agencies of archive regulation. And it strengthens the functional authority of archive administration department.
