现代国家制度的构建是国家崛起的基本政治前提。从本质上讲,上世纪以来中国围绕以现代国家构建而展开的政治实践,为社会管理体制的完善提供了强劲的动力。面对新时期的复杂形势,胡锦涛总书记在今年全国省部级主要领导干部社会管理及其创新专题研讨班提出的关于加强和创新社会管理的改革主张,将进一步推进社会管理体制的创新,实现中国现代国家构建的目标。

Modern State-building is the prerequisite of state rise.Basically,Chinese political practice centered on modern state-building began from last century has provided strong incentive to the improvement of social management system.Facing the complicated situation in the new era,President Hu Jintao proposed the reform suggestions on how to reinforce and innovate social management system at high-profile seminar attended by provincial and ministerial-level officials this year,this reform will push the innovation of social management system and realize the Chinese destination to modern state-building.
