摘要
我国职业教育与培训机制存在主次劳动力市场二元分割和次要劳动力市场的城乡与区域二元分割的双重"二元性"特征,本文对此进行了定性与定量分析,提出劳动力市场发育不充分、社会福利政策变革与转型、劳动力无限供给是职业教育与培训机制双重"二元性"特征的主要成因。在此基础上提出了转变福利理念、建立长效机制等致力于消除双重"二元性"的治理策略。
The characteristic of China's vocational education and training exist the double segmentation of primary and the secondary labor market, the urban-rural and regional segmentation in the secondary labor market with double dualisms. This paper describes characteristics of double dualisms by qualitative and quantitative methods. Double dualisms of labor market, reformation and transformation of welfare policy and adequate supply of labor force are the main reason for double dualisms. This paper proposes the governance strategies such as changing welfare ideas, building long-term mechanism to eliminate double dualisms.
