建立健全环境资源权益的市场交易机制,是新时期生态环境治理的必然要求。针对目前通过市场化交易方式解决资源环境问题的理论研究比较欠缺的现实,本文阐述了资源环境产权交易是对生态补偿理论的进一步完善,结合西部地区实际,基于政府、市场与企业三方视角探讨了构建并完善西部区域性碳排放交易市场的可行性,提出了促进并完善资源环境产权市场交易的管理政策与措施。

It is necessary to establish and improve the trading market of the rights of ecoenvironmental resources in the new era of building environment - friendly society. Due to lacks of research on resolving the problem of resources and environment through market transactions, the paper discusses the feasibility of construction of carbon emissions trading market in western areas based on the perspective of government, the market and the enterprise and proposes suggestions for promoting the environmental management policy.
