摘要
推进教育公平需要进行"顶层设计",也需要"问计于民",将"顶层设计"与"问计于民"有机结合推进教育公平具有必然性、科学性、现实性和优越性。而要通过"顶层设计"与"问计于民"的有机结合来推进教育公平,就应该重新定位政府的角色,建立政府、社会与学校之间的合作伙伴关系和相关制度、机制,并采用有效的工作方法。
To promote the educational equality, we need "the top-level design" and "asking the people", and the organic combination of the two is necessary, scientific, realistic and advantageous. To achieve the above aim, we should reposition the role of government, and construct a corporative partnership between government, society and schools as well as a relevant system and mechanism. Besides, effective methods should also be applied.
