摘要
基础教育课程改革的不断推进与可持续发展,学校课程制度建设是其核心和关键。基于对东西部的福建、四川两省部分地区的调查分析发现,现阶段基础教育学校课程制度建设在课程制度的制定、决策、执行与评估四个基本阶段还存在形式化、表面化、现实性与有效性较差等诸多障碍与困难。当前,基础教育阶段学校课程制度的制定程序在合理性、合法性的落实和现实针对性方面较不理想,固有架构难以突破。建立科学、合理和权威性的学校课程制度,需要完善学校课程制度本身,克服现有制度环境与学校教育文化传统的限制与阻碍,重视现实经验的行动逻辑,构建理念与行动、历史与现实和谐统一的现代学校课程制度变革的制度化机制。
Construction of school curriculum institution has become essential and critical with the continuous advancement and sustainable development of new curriculum reform in the basic education in China. An analysis, based on an investigation into some areas in Fujian and Sichuan provinces located respectively in Eastern and Western China, indicates that in the current school curriculum institution construction in the basic education there still exist many obstacles and difficulties such as formalization, superficiality, weak actualization and low efficiency in the establishment, decision-making, implementation and evaluation of curriculum institution. It can he said that the procedures of formulating the school curriculum institution in the basic education are not satisfactory in the realization of rationality and validity and pertinence of reality, and that it is very hard to break through the existing framework. Therefore, it is very necessary to improve the school curriculum institution itself, overcome the limitations and obstacles brought by the current institutional environment and the cultural tradition of school education, take a historical and cultural perspective, highlight the action logic of real experience, and establi^h the institutional mechanism for the modern school curriculum institution change characterized by the unity of rationale and action, and history and reality if we want to establish a scientific, rational and authoritative school curriculum institution.
