煤炭企业的循环经济发展模式研究——以新汶矿业集团为例 被引量:7

摘要 煤炭是我国能源安全的基石,是我国能源结构的主体。长期以来,由于受资源型企业特性与计划经济体制的双重影响,很多煤炭企业都积累了诸多问题,如资源面临枯竭却又效率低下、污染排放累积导致环境恶化、富余人员包袱难以分流等。国内外的实践表明,在煤炭行业实施循环经济,可以有效解决上述问题。本案例以新汶矿业集团为研究对象,详细分析循环经济在该企业的发展历程,进而从中总结出煤炭企业发展循环经济的基本模式。结果表明,煤炭企业的循环经济发展模式是以煤炭开采部门的集约开采为基础,以煤炭精深加工部门的洁净煤产品生产为核心,以伴生资源综合利用部门的伴生资源利用为支柱,以其他关联部门的相关多元化活动为补充的一种"煤伴联"综合发展模式。 Coal plays an important role in China's energy security, and also is the key component in energy structure. Due to the influence of the resource-based enterprises ' own characteristics and the planned economic system, most coal mining enterprises have presented numerous problems, such as resource exhaustion, environmental pollution, and labor redundancy. Practice shows that implementing circular economy would solve the above problems effectively. This paper takes the Xinwen Mining Group as the example, analyzes the development process of circular economy, and summarizes the basic development model of circular economy. The results show that the development model of circular economy in coal mining enterprises could be referred as the CAR model (Coal, associated resources, and related industries) : the foundation is the coal mining section, the kernel is the clean coal production section, the pillar is the associated use of resources, and finally the involvement of other related industries is a supplement.
