大部制改革的困境及破解之道

The Difficulties and Solutions for the Reform in Grand Department System

随着我国社会公共管理事务发展的多样化和复杂化,中央以及地方政府基本确立了以建设行为规范、运转协调、公正透明、廉洁高效的现代服务型政府作为行政管理体制改革的发展目标,并已取得一定成就。随着改革的深入,作为行政管理体制改革核心内容的大部制改革面临诸多困境,利益格局未能有效破解、部门重组缺乏理论与实践的支撑等,导致大部制改革进程缓慢。通过分析我国大部制改革进程中遇到的阻力,分析其原因,并借鉴西方国家大部制改革的经验,创新改革制度设计,推进和完善改革所需法律法规,妥善解决改革过程中出现的问题,破解大部制改革困境,为建设现代服务型政府打下坚实基础。

As social public affairs in management are more diversified and complicated,central and local governments aimed at establishing modern service government,and have already made some achievements.With the process of the reform,grand department system faces many difficulties,making the reform very slow.This article analyses the obstacles and reasons,introducing foreign reform experiences,suggesting reform system design,perfecting the matched laws and regulations,in order to solve the problems in reform to build a modern service-oriented government.
