针对业主方基建项目管理的特点,以业主方的视角,从基建项目的规划立项、投资决策、设计、施工、竣工验收、结算、审计和质保交付等环节出发,阐述了做一名优秀的业主方项目管理者应具备的诸如项目前期工作及规划、建筑设计、建筑材料基本性能与建筑施工工艺、合同管理与造价控制、施工安全管理等多方面的能力素质,以及统筹全局、协调内外部关系所需的管理经验与技能,为业主方加强基建项目管理确立人才培养目标。

According to characteristics of owner’s construction project management,based on all chains of a construction project including project programming,investment decision making,design,operation,completion acceptance,project settlement andquality assurance consignment,the ability requirements for an excellent owner’s project manager on project preliminary work and planning,building design,knowledge on basic properties of building materials and construction technology,contract management and cost control,construction safety management and management experiences and skills on over-all planning and maintain good relationships with others internal and external departments are discussed to assist the owners in seeking a cultivation goal of construction project managers.
