Focus on discussion,examination and approval of the third amendment proposals brought forward for Montreal Protocol

本文就《蒙特利尔议定书》缔约方将要审议的由北美三国和密克罗尼西亚联邦针对逐步削减HFCs的生产与消费对《蒙特利尔议定书》所提出的第三轮修正提案,简要介绍其背景与提出的过程。为了让业内人士详细了解这2个提案的共同点与差异,本文具体列出各个修正条款的对照表。最后提出4点思考。

According to the third amendment proposals for Montreal Protocol about the phase-out of HFCs＇ production and consumption presented by three countries of north America and Federated States of Micronesia that will be discussed by Montreal Protocol parties, briefly introduces the background and process of the proposals. In order to under- stand the similarities and differences of these two proposals, lists the comparison table for each amendment article in detail. Finally points out four aspects of thoughts.
