文化馆的文化责任就是文化馆对社会所承担的提高全民文化素质、加强文化建设,以及所肩负的新的历史时期的文化使命。文化馆的文化责任是从社会视角观察文化馆的功能和要求,属于社会责任范畴。文化馆要用先进文化和科学发展观来确立指导思想,承担起政府给予的为社会各界群众提供文化服务的文化责任。文化馆的文化服务责任主要表现在文化馆信息利用与社会服务方面。文化馆是社会文化利用中心,提供文化服务满足社会各方面利用的需求。
