Industrial reform and development top China＇s present economic agenda. And according to the traditional Chinese way of thinking, the more important an issue, the higher-level the decision-makers who should be involved to address it. It follows from this that when considering strategies for industrial reform, people turn to their national leaders and representatives of their local governments for direction.
