公共产品视角下西藏“安居工程”性质浅析

On the Nature of Comfortable Housing Project in Tibet: from the Perspective of Public Goods

本文在正统公共产品理论基础上,围绕西藏安居工程是否属于公共产品范畴及其性质进行了剖析,对于认识西藏农村公共产品供给模式、西藏安居工程与内地的区别,以及下一步研究"十二五"期间如何优化供给结构有着重要的指导和借鉴意义。

Based on the orthodox theory of public goods, this article studies the Comfortable Housing Project in Tibet from the domain of public goods. It analyzes the mode of supply of public goods in rural Tibet and differentiates the Comfortable Housing Project in Tibet from that in inland China. The findings in this paper are significant and helpful to optimize the structure of house supply in Tibet Comfortable Housing Project during the twelfth Five-year Period.
