韩国国家R&D管理新范式及启示

Paradigm and its Implications on National R & D Management of South Korea

通过研究管理思想变革下韩国国家R&D管理历程及演进过程,分析当前韩国国家R&D管理新范式下国家R&D经营模式和具体实施措施,得到一些启示:R&D经营是管理理论指导下的经营;R&D经营要国际化;R&D事业的管理需要以提高知识工作者的生产率为中心的管理;R&D事业的管理不仅是研究人员及其生产的产品(成果)的管理,也是应以全社会作为一个系统来进行的管理;在R&D经营这一新范式下,R&D最高管理层的首要任务是转变观念,调整管理机制,培养研究人员的技术经营素质,营造技术需求环境。

In this paper, the research management thinking changes under the Korean national R ＆ D management process and evolution, it analysis the current Korean national R ＆ D management of the new paradigm of national R ＆ D business model and the specific implementation measures, the R ＆ D operation is a kind of management under the guidance of the business, R ＆ D operations should be international, R ＆ D career management needs to improve the knowledge workers of the production rate of the center＇s management, R ＆ D management is not only the researchers and also the products （ results）, which bases on the entire society as a system to manage. Under this new paradigm, R ＆ D top management priority has to change the concepts, the management mechanisms, and the training of technical personnel management quality, environmental and other technical requirements to create a revelation.
