Public Procurement of Innovation in Selected Countries and its Policy Implications for China

创新是一个国家经济持续增长和国际竞争力提升的不竭动力。传统的创新政策往往强调供应方手段,如向企业提供研发资助、实行研发税收减免等。近年来,强调需求方的公共采购作为创新政策才得到一些国家的公认和重视。介绍欧美日等发达国家和地区面向创新的公共采购政策,并对我国实行创新采购政策提出了建议。

Innovation is the driving force for a country to sustain the economic growth and increase international competitiveness. Conventional innovation policies focus on instruments of the supply side such as R＆D investment and R＆D tax credits. The role of public procurement as a demand - side instrument has been acknowledged in recent years. This paper examines the public procurement policies of innovation in European Union, the United Kingdom, the United States and Japan and proposes recommendations for China to implement procurement policies to stimulate innovation.
