摘要
全球科研虚拟团队的出现是科研全球化发展的产物,是一种创新的科研团队工作模式,是科研单位实现其战略目标的一个重要因素。该文结合自己多年从事科研和科技开发管理工作的实践经验和体会,研究分析了全球科研虚拟团队产生的必然性及其竞争优势;通过评估模型,分析了信息网络环境下制约团队效能发挥的团队目标、结构设计、人力资源选择、凝聚力、激励和约束机制、沟通、信任、领导者和决策等因素;从制定明确的团队战略目标、建立快速的信任关系、制定有效的激励与约束机制、构建协调的信息技术平台和及时分享成功等方面入手,提出了全球化高效科研虚拟团队的构建方法和运作管理对策。
Global virtual scientific research team, as a result of scientific research globalization, is an innovating work mode of scientific research teams, and also an important reason for the realization of strategic objectives of research units. The paper, based on the author' s practice and experience during years of scientific studies and sci -tech development management, studied the inevitability and superiority of the appearance of global virtual scientific research team. Then by mode assessment, it analyzed the factors that might restrict the team efficiency under information network environment, i. e. team objective, structure design, selection of manpower resources, cohesion, stimulus and restraint mechanism, communication, confidence, leaders and decision - making, etc.. At the end, the paper proposed some effective approaches and management policies for constructing virtual scientific research teams global efficiency, in which the following aspects were mainly concentrated : making clear strategic goal of the team, establishing a relationship of rapid confidence, making effective stimulus and restraint mechanism, constructing a harmonized information technology platform, and timely sharing of Successes.
