引入保险机制的工程质量协同监管模式研究

Research on Mode of Engineering Quality Cooperative Supervision and Management by Using the Engineering Insurance

为推动我国工程质量监管水平的提高,借鉴发达国家和地区的经验以及本学科领域已有的研究成果,引入保险机制,构建工程质量协同监管模式。首先,分析我国工程质量监管体系的总体状况,总结现阶段我国工程质量监管存在的主要问题。其次,分析我国工程质量监管引入保险机制的必要性。在此基础上,对引入保险机制的工程质量协同监管模式进行系统架构,分析保险公司参与工程质量监管的过程。最后,提出推动工程质量协同监管模式实施的建议,能够为相关部门提供决策依据。

In order to improve China＇s engineering quality supervision and management level,based on the experiences of developed countries and existing research,this paper introduced the engineering insurance to establish the mode of engineering quality cooperative supervision and management.The paper analyzed general status of China＇s engineering quality supervision and management system and summarized the current issues of engineering quality supervision and management in China.The necessity of using engineering insurance was discussed.Then,the mode of engineering quality cooperative supervision and management was established systematically with the insurance mechanism.The participation process from the view of insurance companies was analyzed.At last,the suggestions were put forward to promote the implementation of engineering quality cooperative supervision and management mode,which can provide decision references to the governmental departments.
