摘要
针对铁路工程建设造价普遍超概算的情况,分析了超概算的原因,提出应从项目投资决策、设计和实施3个阶段加强对建设项目的管理、监督和控制,从而有效控制工程造价,提高项目投资的经济效益和社会效益。
The railway construction project costs are generally more than budget estimate.In this paper,the reason of that situation is analyzed.To control the project cost and improve the economic benefits and social benefits of project investment,we should strengthen management,supervision and control for construction project in the three stages： project investment decision-making,design and implement.
