上海产业高端高效的评价与升级路径研究

在全球化背景下,产业的价值链在全球分布,并且随着各区域比较优势的涨落在全球进行重新配置。上海在产业结构升级过程中,需要客观、科学、前瞻地对产业进行评价,使政府的招商政策、产业政策和资源配置指向更为明确。鉴此对产业"高端高效"的内涵和特性进行研究,认为高端包括高级要素禀赋、高价值链位势、高价值链控制力三个方面;高效则包括高产出效率、高附加值、高正向外部性三个方面。上海在产业升级过程中,不能简单地追求产业高端化,必须遵循高端和高效相结合的产业升级路径,才能使产业具有国际竞争力。

Under the background of globalization, industrial value chain distributes all over the world, which rearranges with fluctuation of comparative advantage in all range. In the course of upgrading of Shanghai industrial structure, the industries should be evaluated objectively, scientifically and prospectively, which can let the point of governmental policies, industrial policies and resource allocation be definite. Through the research of the contents and characteristic of industrial high-end and efficiency, we consider that high-end includes high factor endowment, high value chain potential and high value chain control force, and efficiency includes high output efficiency, high added value and high positive externality. In the course of industrial upgrading, Shanghai can＇t simply pursue high end oriented industry, and must follow the course of industrial upgrading of combining with high-end and efficiency, which can let the industries have international competitiveness.
