Scientific and technological innovation is the power source of regional economic development and techno- logical progress. In the construction of Taiwan Strait Economic Zone, Fujian transforms the developmental mode and promotes economic development with sci-tech innovations. Aiming to further supporting technology development, and encouraging scientific and technical personnel to serving enterprise, this article discusses three elements gov- ernment, enterprise and talent, which play effective roles on the long-term mechanism in scientific and technological personnel serving enterprise.
