三门峡水库返迁区防洪保安工程防洪标准研究

Research on Flood Control Standard of Flood Control Projects in the Return Area for Relocatees of Sanmenxia Reservoir

对三门峡水库陕西移民返迁区防洪保安工程防洪标准的合理性进行了分析,结果表明:移民返迁后,三门峡水库陕西移民返迁区蓄滞洪水的条件已经丧失;小浪底水库建成运用后,三门峡水库陕西库区使用几率极低,建议将陕西移民返迁区由三门峡水库库区调整为防洪保护区,并重新确定防洪保安工程的防洪标准。

The rationality of the flood control standard is analyzed in the paper for ensuring the safety of flood control projects to Sanmenxia Reservoir return area for relocatees in Shaanxi province.The results show that after returning immigrant,flood storage and detention will never happen in the Shaanxi reach of Sanmenxia Reservoir return area,because its conditions have lost.The operation of Xiaolangdi Reservoir leads to utilization ratio of Shaanxi area of Sanmenxia Reservoir region decreasing sharply.Thus it is suggested that the Shaanxi return area in Sanmenxia Reservoir area is adjusted as flood control protected area from original reservoir region,and redetermine the flood control standard of the flood control project.
