"两型社会"建设技术创新是一个社会经济系统。2007年12月,国务院批准长株潭城市群为全国资源节约型和环境友好型社会建设综合配套改革试验区。长沙市委、市政府从经济社会发展全局出发,作出了建设长株潭城市群"两型社会"综合配套改革试验区大河西先导区的战略决策。2008年12月,湖南省《长株潭城市群"两型社会"建设综合配套改革总体方案》及《长株潭城市群区域规划(2008-2020年)》获国务院批复,这标志着长株潭将在资源节约、环境保护等十大重点改革领域全面开展综合改革试验。"两型社会"到底怎么建?资源节约、环境友好怎么实现?没有现成的经验。先导区的建设者们有着怎样的思考?本文对实现"两型社会"建设技术创新的基本途径进行了探讨。

The technological innovation of Two-type Society Construction is the society economy system.In December,2007,the State Council permitted Changsha,Zhuzhou and Xiangtan Cities as the synthesis coordinated reforms pilot area of the nation resources conservation and the environment friendly society.Changsha Municipal party committee,the Municipal Government worked out the strategic decision to construct Big River West,the Earliest synthesis coordinated reforms pilot area of Changsha,Zhuzhou and Xiangtan Cities＇ Two-type Society Construction.In December,2008,the synthesis coordinated reforms overall concept of Changsha,Zhuzhou and Xiangtan Cities＇ Two-type Society Construction and the Regional Planning of Changsha,Zhuzhou and Xiangtan Cities during the years from 2008 to 2020 in Hunan Province attained a written reply form.This symbolizes that Changsha,Zhuzhou and Xiangtan Cities will develop comprehensive reform experiment in ten important reform domain about the resource conservation,the environmental protection and so on.How to build Two-type Society and realize the resource conservation and the environmental protection Society,there＇s no No ready-made experience.How about the thought of the builders of the earliest synthesis coordinated reforms pilot area？ This article discussed the essential way of technological innovation to realize Two-type Society Construction.
