摘要
我国政府对高等教育的直接管理是一种他组织的管理,这种他组织的管理是造成我国高等教育供应不足、创新乏力、资源配置失灵、效率不高等问题的原因。而美国高等教育则走的是一条自组织的发展之路,表现出与环境相适应的多元化发展、持续的创新能力以及较高的办学效率等优势。要改变我国高等教育的现状,必须走高等教育自组织发展的道路,这首先要从高等学校产权改革、赋予社会自主办高等教育的权利、公平的和多元化的高等教育财政支助政策着手。
The direct management of Chinese government on higher education is one type of heter-organization management,which is the reason for issues such as a shortage of supply,lack of innovation,malfunction of resource allocation and low efficiency.Rather,represented by American higher education,the development of world class higher education has been self-organizing,demonstrating such advantages as diversified development with environment adaptation,sustained innovation and higher efficiency in school operation.In order to change the status of China's higher education,it definitely requires the self-organization development,which should start with higher education property reform,approval for private higher education,and fair diversified higher education financial support policies.
