农地流转:基于劳动用工制度的一个分析框架——以新疆兵团为例

The Circulation of Agricultural Land:Based on an Analytical Framework of the Labor System——A Case Study of Xinjiang Corps

劳动用工制度在一定程度上影响着农地的流转。本文以新疆兵团的劳动用工制度为切入点,构建了一个分析农地流转的新框架。通过分析新疆兵团劳动用工制度与农地流转间的深层次相互作用,发现现行的劳动用工制度是阻碍农地流转的一个重要因素。接着,文章构建了破解新疆兵团农地流转困境的方案,并通过对农地流转相关主体间的博弈分析论证了新方案的可行性。

To a certain extent, labor system affects the circulation of agricultural land. In this paper, taking the Xin- jiang corps＇ labor system as the starting point, we built a new framework for the transfer of agricultural land. Through the analyzing deeply interaction of labor system and the agricultural land transfer we found that the current labor system is an important factor that impedes the flow of agricultural land . Then we constructed a program to crack the plight of agricuhur- al land transfer, and through the game analysis between the entire related subjects of the circulation of agricultural land, we demonstrated the feasibility of new programs.
