摘要
为实现"用10—15年时间,发展成为具有较强国际竞争力的跨国能源化工公司"的战略目标,中石化提出了塑造中国石化特色管理模式的重大举措。管理体制是管理模式的核心要素,以组织结构变迁为重点对国外石油公司管理体制进行研究,并对中石化的管理体制进行考量,是塑造特色管理模式的重要切入点。文章结合行业特点,重点分析了决定国外石油公司组织结构形成的发展战略和公司治理两大主要因素,并结合中国石化的管理体制实际,从变化必然引起组织结构变革的角度提出相关对策建议。
To realize the strategic target of "to become international energy resources chemical incorporation with strong international competition in 10-15 years", SINOPEC presented great measures of shaping special management mode of SINOPEC. Management system is the core of management mode. To study management system of foreign oil corporation with organization structure as the key point and examine the management system of SINOPEC is the important cut- in point of shaping special management mode. Combined with special features of the industry, analyzed development strategy which determined form of organization structure of foreign oil corporation and corporation management and presented suggestion of related policy in terms of changes must bring organization structure reform combined with practice of SINOPEC management system.
