The United States and China are both major oil countries.After the financial crisis,there are contradictions in the development of the industry.Industry management is mainly based on four objectives： consumer protection,supply assurance,national security and environmental protection.According to new industry development policy,both two countries are faced with the traditional management theory and institutional change and transcendency.
