从印度加入“核供应国集团”问题看美印关系

The U.S.-Indian Relationship:Looking into the Issue of India’s Participation in the "Nuclear Suppliers Group"

6月23日＂核供应国集团＂通过禁止向非核不扩散条约国转让核浓缩与再加工技术的＂核转让准则＂,作为非核不扩散条约签约国的印度被挡在了＂核供应国集团＂之外。对此,印度对美国表示强烈不满;美国虽口头重申对印度核合作的相关承诺,但要求印度修改有关核政策的国内法律。美印核合作将陷入僵局,其后续问题不仅影响双方的核合作关系,甚至成为影响美印双边关系的新的复杂因素。

On June 23,2011,the 'Nuclear Suppliers Group' passed its 'Nuclear Transfer Norms',which prohibit technology transfers of nuclear concentrations and their reproduction to non-signatory countries of the Non-Nuclear Proliferation Treaty.As one of the non-signatory members,India has been excluded from that Group.For this reason,India expressed its strong dissatisfaction with the U.S.even though the U.S.orally reaffirmed its relevant promise to carry out nuclear cooperation with India and it still has asked the latter to make amendments to its domestic law on nuclear policy.Nuclear cooperation between the U.S.and India will plunge into an impasse.Those ensuing problems will not only cause effects on their nuclear cooperation,but even prove to be a new and complicated element producing influence on the bilateral ties between the U.S.and India.
