军队疗养院建设发展面临的困难与对策

Problems and Countermeasures in Construction and Development of Military Sanitariums

通过分析当前军队疗养院建设发展现状,总结归纳出学科建设相对滞后、管理手段比较单一、疗养保障参差不齐、安全隐患逐步显现等问题,阐述了导致问题产生的功能定位不够明确、人才队伍建设薄弱、经费保障相对不足、市场竞争能力较弱等影响因素。据此提出军队疗养院需政策扶持,加大人才、技术、投入、硬件、信息化、有偿服务等方面建设力度,破解困扰疗养院建设发展制约因素,确保疗养院可持续发展。

The article analyzed the status quo of the construction and development of the army sanatoriums and draws a conclusion about the problems which they faces,including backward disciplinary development,the simple way of management,the different levels of convalescent insurance and the potential safety hazards.It explained the factors that have caused the problems： the vague function positioning,the weak talent construction,the insufficient fund guarantee and the weak competitiveness in the market.In light with these problems and factors,the article put forward some suggestions which included need of support policies,strengthening the constructions in talents,techniques,investments,hardware,information and paid service and tries to find out the influencing factors that affected the construction and development of the military sanatorium and ensured developing in a quick and sustainable manner.
