市民社会是以社会团体为基本构成要素,独立于政府公域和市场经济私域之外的一个中间地带。构建和谐社会是我国社会主义建设的重要目标,以法治、民主政治及其完善为基本条件。市民社会多元权利能够消解国家集权,遏制公权专断的倾向,促进法治的完善;社会团体成员具有平等的社会地位、享有平等的社会权利,为民主政治提供组织条件,建设市民社会能够促进和谐社会的实现。
