摘要
高校人事制度的改革、现代管理理念的变革以及网络信息技术在管理工作中的应用和普及,使我国高校传统的人事管理模式、理念和方法都发生了深刻的变化。高校的人事管理工作日益专业化和复杂化,这就对院系人事秘书的综合素质和管理水平提出了更高的要求。而加快推进高校教育职员制改革,建立建全真正符合高校管理工作特点的选人用人育人机制,是加强人事秘书队伍建设的有效途径。
Profound changes in traditional college personnel management modes, management theories and management methods have taken place as a result of college personnel system reforms, modern management theory evolvenment and the application and popularization of network information technology in management. College personnel management is becoming increas- ingly professional and complex, which requires more comprehensive qualities and superior management capacity of secretaries of schools and departments. An effective approach to developing personnel secretary teams is to advance college staff system reforms and to establish a recruiting and educating mechanism in accordance with characteristics of college management.
