摘要
林权抵押贷款是以林地使用权和林木所有权作为抵押物的新型信贷产品,作为林权制度改革的产物,是盘活森林资产价值,推动林业融资发展的重要途径,对林业现代化建设具有重要意义。本文在对林权抵押贷款的概念、发展历程和陕西省林权抵押贷款的基本情况进行阐述的基础上,主要分析了陕西省林权抵押贷款现状和当前存在的问题,并提出了相关建议,以期推动陕西省林权制度改革的健康、可持续发展。
The forest tenure as a loan mortgage is new-style credit products as a pledge to the woodlands and forest ownership.The paper analyzed the concept,elaborated the development history and conducting situation in forest tenure as a mortgage for loan in Shaanxi.Major questions concerned and suggestion related were proposed.
