服务外包产业集群化发展对策研究——以宁波市为例

A Research on the Clustering Development strategies of Service Outsourcing Industry——A Case Study of Ningbo

服务外包产业集群主要有"自发形成"、"自下而上"、"自上而下"三种形成方式,国内外的众多实践也证明了这些发展模式的可行性。宁波的服务外包产业在发展初期政府应结合自身的后发优势,重点采用"自上而下"的产业集群化实现路径,瞄准重点领域,聚焦重点区域,打造各具特色的服务外包产业园,并加强重点企业引入、外包人才储备、相应政策扶持、公共服务体系完善等方面工作,从产业集聚向产业集群方向发展,逐步走"自下而上"的发展道路。

There are three formation methods for service outsourcing industry clustering： spontaneously formed,＂bottom-up＂and ＂top-down＂,as evidenced by practices home and abroad.The service outsourcing industry should make best use of the late-move advantage in the early stage of development,adopting the top-down method to achieve clustering,with focus on major fields and regions to forge special outsourcing parks.It should also introduce more key enterprises,increase reserve of outsourcing talents,give more policy support and improve the public service system.From industrial agglomeration to industrial clustering,it should gradually step on the bottom-up road.
