城乡公共服务一体化的价值导向与制度构建

Value guidance and system construction of rural and urban public services

城乡公共服务一体化是和谐社会建设和城乡统筹发展的内在要求,其核心内容和首要价值导向是维护社会正义、实现社会公平。我国既往的城乡公共服务有失公允,国家包揽了城市所有的公共服务,农村公共服务却要农民自己承担。因此,城乡公共服务一体化的构建,一要纠正农村公共服务的不公正制度安排,二要制定具体的惠及农村社会的措施,并最终消除农村公共服务的盲区和灰色地带。

The integration of rural and urban public services is the intrinsic request of the construction of the harmonious society and the overall development of rural and urban areas. The system＇ s central content and the most important value guidance are to maintain the social justice and realize the social fairness. However, in the past years, the system arrangement of rural and urban public services in our country lacked justice. All the urban public services have been taken on by the government while all the rural public services have been mainly carried out by farmers. Therefore, the system construction of the integration of rural and urban public services depends on the following two polnts： on the one hand it needs to correct the unfair system arrangements of rural public services; on the other hand it needs both to draw up concrete measures beneficial to rural areas and to eliminate the blind spot or the pessimistic region of rural public services eventually.
